What is the impact of recent changes to Housing Support Products? A final evaluation report

Housing Support Products are one-off payments to help people with the cost of obtaining and retaining housing. Changes were made to HSPs in 2023 to consolidate housing-related payments into one programme and better reflect current housing demands.

The evaluation aimed to understand the impacts of the 2023 changes for MSD clients and improve our understanding of their effectiveness.

The evaluation found that HSPs remain highly effective in helping clients obtain or stay in a tenancy. Effectiveness is defined as a client leaving and/or staying out of Emergency Housing (EH) and off the Social Housing Register for 90 days following receipt of an HSP. The 2023 changes were implemented with no major changes to uptake or spend.
