The following guidance has been prepared to ensure that soup kitchen and community meal services can operate safely within the COVID-19 Protection Framework.

Definition of soup kitchen and community meal services

An activity where food is cooked or prepared for immediate distribution to service user, who would usually eat on-site.

Health Order Category

Included under ‘food and drink business or service’ as this includes ‘other place where food or drink is provided without charge.’

COVID-19 Vaccination Certificates (CVCs)

It is recommended that you request to view or scan COVID-19 Vaccination Certificates for all visitors to the site. If you do not, then your service must be contactless.

You must publicly display whether you are using COVID-19 Vaccination Certificates or not.

Staff and volunteer vaccination requirements

It is compulsory for your staff and volunteers to be fully vaccinated against COVID-19.

Traffic light settings

Note: community food providers may prepare and cook food as long as they provide the food within the parameters of the COVID-19 Protection Framework and follow safe food handling guidelines.

These guidelines ensure your soup kitchen or community meal service can operate safely under each traffic light setting.

Red

If you are requesting CVCs

  • you must ensure people scan the QR code or use an alternative form of contact record system.
  • workers must also wear face coverings when working with customers on the premises.
  • you must check the CVCs of everyone entering and can only have up to 100 people on-site based on 1-metre physical distancing.
  • you must comply with the seating requirements (customers must be seated at a table unless entering or departing, using bathroom, paying, ordering/collecting food or drink, and tables must be 1 metre apart).

If you are NOT requesting CVCs

  • you must ensure people scan the QR code or use an alternative form of contact record system.
  • workers must also wear face coverings when working with customers on the premises.
  • customers cannot enter the workplace and can only do contactless collection of goods.

Orange

If you are requesting CVCs

  • you must ensure people scan the QR code or use an alternative form of contact record system.
  • you must check the CVCs of everyone entering.
  • workers must also wear face coverings when working with customers on the premises.

If you are NOT requesting CVCs

  • you must ensure people scan the QR code or use an alternative form of contact record system.
  • workers must also wear face coverings when working with customers on the premise.
  • clients / service users cannot enter the workplace and can only do contactless collection of goods.

Green

If you are requesting CVCs

  • you must ensure people scan the QR code or use an alternative form of contact record system.
  • you must check the CVCs of everyone entering.

If you are NOT requesting CVCs

  • you must ensure people scan the QR code or use an alternative form of contact record system.
  • a maximum cap of 100 people on-site based on 1-metre physical distancing.
  • customers must be seated at a table unless entering/departing, using bathroom, paying, ordering or collecting food or drink.
