Service and Contracts Management Team

Kelvin Moffatt

The Service and Contracts Management team is responsible for managing a range of contracts with service providers and partners, and supporting our industry partnerships with employers. The group also supports the regional contracting teams who work directly with providers throughout New Zealand.

The General Manager of the team is Kelvin Moffatt (pictured).

The group is responsible for:

  • procuring, negotiating, administering and monitoring a range of national contracts, including Community Participation Services for disabled people, Employment Services for disabled people, Support funding for training and employment for disabled people, OSCAR, Outward Bound, Mainstream, Family Breakdown Assessments and employment support for refugees
  • monitoring and co-ordinating MSD’s service level agreement for contract administration and management with Oranga Tamariki Ministry for Children
  • administering contracts and payments for a range of contracts including Industry Partnerships contracts with employers, contracts for trials and pilots for Client Experience and Service Design, as well as Limited Service Volunteers (LSV), Kickstart and KidsCan
  • providing regional contracting and procurement guidelines, support, oversight and advice for the regional contracting teams
  • supporting regions to monitor and administer Youth Services contracts
  • overseeing development and production of annual Service Delivery procurement plans.
