He Tapuae – Tūhoe Service Management Plan – Budget 2022

Giving effect to the shared commitment as outlined in He Tapuae – Tūhoe Service Management Plan.

The Government is investing $3 million towards Tūhoe and the Crown working together to develop a strategic pathway for the transformation of the social circumstances of Tūhoe.

This initiative will fund the implementation of He Tapuae: Tūhoe Service Management Plan. The purpose of He Tapuae is to develop a strategic pathway for the transformation of the social circumstances of the people of Tūhoe; working together to improve the housing, health, education, social support and development of Tūhoe.

  • Developing shared agreements and action plans for Post Treaty Settlements has required new ways of working, which require ongoing funding for infrastructure and systems to cement success.
  • He Tapuae: The Tūhoe Service Management Plan, signed in 2012 by Crown agencies, is a 40-year plan and forms part of the Tūhoe Deed of Settlement.
  • This funding will provide for the implementation of He Tapuae for the period 1 July 2022 to 30 June 2025 and allow the Crown to follow through on commitments under He Tapuae. Including:
    • Training and workforce development, and
    • Sustaining the Crown relationship with Tūhoe iwi.
  • The Te Urewera lifestyle vision framework is an articulation of how Tūhoe wish to live as Tūhoe. This framework helps to guide shared conversation and collaborative effort between Tūhoe and Crown agencies. It encompasses the following pillars:
    • Justice: belonging and identity
    • Livelihood: innovation, employment, reciprocity
    • Whenua: natural resource care, kaitiakitanga, kinship, Tūhoe reo
    • Energy: food resilience, wellness, power, fuel, enablement.
  • The effective implementation of He Tapuae will strengthen Tūhoe’s wellbeing, aspirations and sustain the Tūhoe-Crown relationship.
