Home-based Out of School Care and Recreation (OSCAR) programmes

Home-based Out of School Care and Recreation (OSCAR) programmes are for children aged five to 13 years of age, and provide care and recreation before school, after school, and during school holidays.

Social Services Accreditation (SSA) will only accredit home-based providers to deliver OSCAR programmes if they are licensed by the Ministry of Education (MOE) to operate Early Childhood Education and care services (ECE).

Rather than having to meet the OSCAR Standards for Accreditation, providers are to undergo a streamlined assessment process on the basis that they have already met MOE’s licensing criteria. However, providers delivering home-based OSCAR programmes still need to meet some requirements in order to become Accredited. These requirements must be satisfied by a provider on application for Accreditation, as well as on assessment review.

Home-based OSCAR organisations do not generally require a site visit. SSA, however, conduct an on-site assessment to clarify information or respond to concerns raised either on initial application and/or assessment review.

Initial application process

If your organisation is seeking Accreditation to deliver OSCAR programmes within the home, you will be assessed on the basis of the information you provide by completing the Level 3 Home-based OSCAR Accreditation Application Form.

Please note: Home-based OSCAR applications for Accreditation take approximately six weeks to process.

Assessment review

If you already hold Accreditation to deliver home-based OSCAR programmes, an assessor will be in touch with you four weeks ahead of your scheduled assessment review date. You will be asked to submit information about your service, as well as provide information about any change in service.

Review cycles

Home-based OSCAR providers are typically assessed on a two year review cycle.

OSCAR subsidies

If you are granted Accreditation to deliver home-based OSCAR programmes, parents/caregivers with children enrolled in your programme may qualify for an OSCAR Subsidy.

If you hold Accreditation to deliver home-based OSCAR programmes, you cannot apply for grant funding from MSD.

6.30am - 9.00am

After school care

2.30pm - 7.00pm
