Statement of Intent 2005 - Our Outcome Framework
Our outcome framework has five high-level outcomes for key population groups and institutions, and one high-level strategic aim of leading social development. The framework supports our whole-of-government, whole-of-life approach to social development.
There are strong links between each of the outcome areas: the work we do to improve outcomes for families, for example, will contribute to improving outcomes for children and young people. As a whole, the framework contributes to better social outcomes for all New Zealanders. Reducing inequalities and improving outcomes for disadvantaged groups is a key priority within each outcome area.

Achieving the Government’s social vision
Opportunity for All New Zealanders sets out the Government’s social vision:
An inclusive New Zealand where all people enjoy opportunity to fulfil their potential, prosper and participate in the social, economic, political and cultural life of their communities and nation.
The Government’s overarching social policy goals within this vision are:
- achieving and sustaining improvements in social wellbeing for all New Zealanders
- reducing disadvantage and promoting equality of opportunity for all New Zealanders.
Our outcome framework gives us the means to achieve these goals, to contribute to and lead work on the critical issues identified in Opportunity for All New Zealanders, and to ensure our policies and services are founded on research and tailored to the current and future social environment.
