It is with pleasure that I introduce the Waikato Regional Plan for 2006/2007.
I am proud of the work delivered by our staff within my region and the ways we assist our communities and make positive differences in the lives of our clients. The direction we will take over the next 12 months will be to advance these aspirations.
The success of our work is dependent on the strong relationships we have developed with our mayors, councils, employers, iwi and student and community groups. We recognise that we cannot work in isolation and it is critical that we continue to enhance these relationships to address social issues, reduce disadvantage and achieve improved opportunities for our key priority groups including children, young people and families, working-age and older people and communities. The launch of the Hamilton Youth Transition Service in partnership with His Worship the Mayor and the Hamilton City Council is an example of the achievements possible through collaboration.
The Ministry of Social Development provides help to many people throughout the Waikato using a co-ordinated approach between its service lines to ensure we deliver a high quality service to our clients and give them the assistance and support they need. Service excellence remains a priority for us.
Our engagement with employers and industry is imperative. Over the past 12 months we have established relationships with key industries by placing our working-age clients into sustainable employment opportunities that address skill and labour shortages for the Waikato. Sustainable employment means employment that lasts for the long term; these employment opportunities help our clients to achieve greater financial independence.

As Regional Commissioner for Social Development, I will continue to develop the profile of the Ministry within our regional communities and seek to facilitate the opportunities for our business to provide meaningful services that respond to the specific needs of individuals, families and communities. Our regional approach will be responsive and flexible to ensure we meet the respective needs of our clients.
